Assistant Operations Supervisor
The purpose of this position is to provide overall support to the Street and Solid Waste Operations Supervisor for all types of construction including the planning and coordinating of street personnel; the work is performed under the direction of the Operations Supervisor in coordination with the City Engineer.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Conducts construction and material inspections for compliance to specifications.
Reviews construction drawings and plats for project compliance and quality assurance
Performs QA/QC activities for in-house projects and monitors projects completed by outside vendors.
Assists in the coordination and creation of City construction and maintenance projects in coordination with the City Engineer and City of Pekin GIS
Coordinate, supervise, counsel and direct street and right of way maintenance and repair activities.
Assign personnel to ensure public safety on and along the City of Pekin Streets, under the general direction of the Operations Supervisor
Plans regular work to be done on a daily, weekly and long- range schedule as well as emergency work coordination.
Instructs and supervises employees constructing, repairing and maintaining storm sewers, streets, curbs, gutters, street and pavement signs, and bridges; removing snow and ice; and sweeping streets using proper methods.
Ensures all Motor Fuel Tax projects are in compliance; including completion of paperwork in a timely manner and to close out projects.
Enforces State and Federal codes regarding safety; instructs employees in the proper use of equipment and proper construction methods.
Receive after-hours calls and initiates call out procedures per the union contract and available resources.
Logs work activity on a daily basis using the work order management system.
Receives and investigates complaints regarding storm sewers and streets and determines proper course of action.
Approves purchases under the direction of the Operations Supervisor and City Engineer
Provides information to the public regarding work activities.
Monitors condition of equipment and tools. Recommends repair and may perform most field repairs to equipment.
Responds to emergencies including water main breaks, flood control, street hazard removal, etc.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Records materials and supplies use
Assists with complaints from the public.
Serves in capacity of Operations Supervisor in his/her absence.
Coordinates with and provides information to City Departments regarding assigned functions.
Other Duties as assigned.
Minimum Training and Experience Required to Perform Essential Job Functions
Degree in construction management, civil engineering or a related field with a minimum of three years of progressively responsible design, construction inspection and personnel management experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Position prefers a current IDOT QA/QC certification or the ability to achieve within twelve months. Valid driver's license. Preference given to PE or EIT, but not necessary.

Ability to utilize a wide variety of descriptive data and information, such as work orders, maintenance manuals, materials safety data sheets, time sheets, maps, regulations, blueprints and general operating manuals.
Ability to communicate effectively with Department personnel, City Manager and the general public.
Mathematical Ability
Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing influence functions such as supervising, teaching and directing.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.
Physical Requirements
Ability to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as trucks, loaders, street sweepers, tree chipper, sewer vactor and concrete tools. Ability to repair complex equipment and machinery.
Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as heavy equipment use.
Ability to exert moderate physical effort in light work to mildly heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors and textures associated with job-related objects, materials and tasks.
Environmental Adaptability
Ability to work under occasionally unsafe and uncomfortable conditions where exposure to environmental factors such as temperature variations or extremes, odors, toxic agents, noise, vibrations, machinery and traffic hazards may cause discomfort and poses a high risk of injury.
